With the development of Information Technology, enterprises need to change their business logic rapidly according to the changes of market, but the need could not get better assistances from their Enterprise Information Systems, because the only way to meet these needs is to develop new applications and extend the old applications. It's impossible to adapt the rapidly changing environment in this way.On the way to informationalization of VoIP value-added services, the market keep its increasing demands for more and more businesses, such as call center value-added services, with the broad application of Web technology, it is impossible to provide single needs for standalone version, but an open customer-oriented service for the public, namely Distributed Services, to give full play to the industrial chain of synergy. If using traditional integration of information technology solutions, it is impossible to avoid the occurrences of Isolated Islands of Information. In this case, it is a must to adopt the latest architecture - SOA. In building EIS with SOA, Isolated Islands of Information can be avoided, and enterprises can adapt to the rapidly changing market.Service-Oriented Architecture (SOA) is an IT architectural style that supports the transformation of business into a set of linked services, or repeatable business tasks which can be accessed when needed over a network. These services can coalesce to accomplish a specific business task, enabling business to quickly adapt to changing conditions and requirements.This paper brought forward a SOA framework named JEBS, which is based on J2EE and Enterprise Service Bus (ESB). JEBS framework features transparent and loosely-coupled services.This paper brings in SSH as representative of the lightweight framework based on J2EE to conduct analysis on three mainstreams Web Framework Struts, Spring and Hibernate, which integrates their respective features, give full play to their respective strengths, lower the coupling between the layers and resolve the related problems brought by the complex structure during the building of Web Application System.In accordance with lightweight J2EE, this papers designs a suitable environment for the Ajax server development framework based on AOP to simplify the clients' general access to server and meet the demands of rapid development at the same time. With the framework of JEBS, SSH and Ajax Server, this paper puts the SOA-based Enterprise Information Integration Solutions into practice. Interfaces of Web Services are managed by Service Bus and realized by invoking modules of business logic for processing. Detailed work is assigned to Spring and Hibernate for realization and encapsulation. The integration of framework of Ajax Server and Struts simplifies the clients' general access to server. According to business needs, the task is to design and implement a valued-add service platform for call center based on SOA, from the overall design to detailed design and project realization.
