Up to the 90s of last century, VOD, a new media method, was developed in the America and was introduced into China from 2001. VOD is the multi-disciplinary product of computer technology, network communication technology, multimedia technology, television technology and digital compression technology. Audiences can watch television programs forwardly and selectively by VOD, it can meet the consumers'deep need.With the rapid development of computer technology, VOD technology also developed rapidly. Because of the rugged terrain of Chongqing, Chongqing cable television networks have problems of large number of front side and the fewer backbone optical fiber network resources. At the same time, network companies suggest developing other additional service based on the VOD system. Therefore, separation reserving broadcasting VOD solution is chosen as the direction of Chongqing cable television networks and Arroyo is chosen as the basis of the solution.System scheme is designed according to the status of Chongqing cable television network and the network company's requirements. MPEG2 encoding program of 800 hours is deposited by using storage and program distribution equipment and can be add as demand. The VOD equipments are installed based on consumptive potential, being focused on developed area such as Yuzhong District and north of the Jialing River. This method meets the demand of services development and cost. At the same time, the system's flexibility also makes equipment can be changed arbitrarily and the system structure can be adjusted according to conditions of services.
