With the rapid development of the high-speed railway, more and more professional information systems for operation and maintenance are introduced in EMU (Electric Multiple Unit), but each of them only focuses on a single business or service. During the research of EMU maintenance, the maintainers need to complete crossing system operations to finish a business. Meanwhile, the interaction across existing systems is very weak, which increases complexity of the maintainers' operation and bring about inconvenience to the maintenance business. In view of Web services with the features of strong interoperability, complexity and general application, Web Services are introduced into operation and maintenance of EMU in this thesis to convenient the maintainers using network technology to break through the geographical constraints of space, obtain the information and resources transparently and enhance systems' interoperability. At the same time, in according to the relevant business processes, the paper combines multiple Web Services with provided business operations, including monitoring, guidance, maintenance and reporting. These Web Services help maintenance staffs to obtain the required information more effectively.In order to achieve the above objectives, according to site operation and maintenance staff in different positions, this paper first analyzes and designs six general services of the operation and maintenance, including operation and maintenance data monitoring, data statistical analysis, maintenance guidance and other services. The thesis designs different service composition processes for different requirements of the Management decision-making staffs, production managers and production staff. Finally, according to the research of a wide range of Web Services Composition, this paper focus on the designing of the service composition engine as the key point while research the maintenance data services technology, and in this paper associating Semantic Web Services discovery method with Workflow-based Web Services, making use of these two technology's advantages to design service composition engine. With supporting the semantic of data service, semantic could be matched automatically and flexibly during the process of executing the operating data business, and the supplied services can be more qualified.The paper finally realizes Web Services of EMU'S operation and maintenance and verifies the function of the service composition engine. The verification result provides important decision support for the safe operation of EMU.
