With the rapid development of GIS, Mobile GIS, which is integrated with mobile terminals, is becoming more and more popular. Meanwhile, with the development of satellite communication technologies, it is convenient to cover most areas of the earth using several satellites. Mobile terminals can easily communicate with each others and connect to Internet through satellites. Using satellites communication technologies as information exchanging platform of mobile terminals and monitoring centers leads us to achieve the goal of managing and analyzing all kinds of geographical data easily. It is of great meaning not only for researches but also for our daily lives.This paper focuses on Mobile GIS, Mobile Communication, Satellite Networks and GPS. It discusses the current research status of GIS related area at home and abroad firstly, and then Component GIS, GPS and fundamentals of satellites communications is also introduced. And the design and implementation of our command system based on satellite communications is the most important part of the paper. We develop the system by using Windows CE as the embedded OS, using embedded Visual C++ 4.0 as development tool, using eSuperMap as Mobile GIS development platform and using BGAN satellites as data transfer platform. The system implements the interaction of clients and the command center. This paper discusses the implementation of mobile terminals, GIS system on server side and their communications through satellites. Control and monitoring functions of the command center are also implemented. Information retrieval, path analyzing, positioning navigation and other GIS related technologies are used in our system. And the system reaches the quality target by passing the quality test.
