An expert system(ES) is a computer program that is designed to emulate the logic and reasoning processes that an expert would use to solve a problem in his/her field of expertise, using artificial intelligence technology. The research and application of expert system have become the researching focus of the artificial intelligence of the world. With the fast development of the technology in the internet and the web, it is a hot trend that construct expert system on internet. This paper lucubrated in the net based expert system with the help of the herbal diagnose.The paper adopted a three-layer B/S system structure based on the JSP/Server, provided a multimedia client interface based on the web explorer. Simplified the comprehend the exploiture of the GUI in the expert system, and greatly reduced the cost on the users'training. And provided a flexible access with no restriction of the time or location. Client can access the web site which has installed the expert system any time. The system integrated the function of the Servlet, JSP, JavaBeans, which can work independently or work together as well. This design can increase the efficiency of the whole system, clear the logic of the whole system development, let the upgrade or update of the system more convenient, increase the flexibility, the expansion and the maintenance of the system's program module.The paper adopted a induce knowledge representation to introduce Chinese medicine knowledge. It is clear and intuitional to design the reasoning machine. And independent the knowledge base from the reasoning machine, it is convenient for the knowledge base to build ,to expand and to maintain. The delaminating reasoning, forward and backward mixed reasoning, precision and fuzzy reasoning are adopted combinative, to satisfy the request of the reasoning efficiency and the characteristic of the Chinese medicine. It has improved the system reasoning's precision and availability. with the help of the high efficient database sever access tech, and the design and the implement of the database connecting pool, the access efficiency of the database sever is enhanced, the bottle-neck which is in the instant of subsequent client access on the Web has gone through, and the server's access load has been balanced, enhanced the stability of the system.
