With the development of information technology, the computer information system engineering is processing into a period with changes each day. This new industry not only characterizes with young experts, high-tech, concentrated intelligence, but also covers a wide domain and requires a lot of experience. The information system construction is a gigantic system project, which needs a lot of investments, a long time, high technology, but it also confronts high risks. With those advantages and disadvantages, the information system construction can't be succeeded easily, because of the low technology of the construction unit, who has the difficulty in controlling the technology, equipment, process and the quality. Thus, introducing the supervising mechanism into the information system engineering will be a good way to make sure the success of it. This thesis gives its own point of view on the existing quo, problems of the supervising mechanism of information system project as well as how to improve it.This thesis first introduces the concept and history of the general construction supervising. Then based on the existing research into the project management and supervision of information system engineering, the thesis states the connotation of information construction supervising, concludes the characteristics of it from the aspects such as construction technology, project management, information economics, law as well as the applied field and the contractor, which are different from the general construction supervising. Based on the above, this thesis proposes the effective way to improve the process of the supervision of information system engineering, analyzes the feasibility and advantages of improving the supervising mechanism by introducing software engineering theory, esp. by importing CMM into the supervising process.
