Competition is extremely fierce between companies in this ever changing knowledge economy. Under such circumstances, information flow becomes the life line for the company and those that are equipped with the most effective management of their own financial information gain the initiative in competition. Thus, the company has to improve its operational management, financial management in particular, through scientific theory and practices so as to speed up the informatizition process of its management system and develop it into a "Digital Nervous System" which is sensitive and with quick response to variable environment, challenges from competitors as well as demands from clients with financial information system as its core.This project is aimed at enhancing the company's managerial capacity of its project under construction, realizing their network management, checking their financial information, managing their payment plans so as to generate a list of fixed assets and a report form, improving the existing operational procedures, especially the establishment of fixed assets card and advancing the construction and payment process so as to enable some data to be generated by previous systems through automatic interfaces and thus realize data control and data exchange.This system adopts B/S structure and uses .NET as its front-end development tool while SQL Server as its back-end data base. This system consists of three modules: system setting module, project under construction module and fixed assets module. Project under construction module attempts to solve the problem that the project accounting is not consistent with its financial accounting. The system will automatically check its accounting, manage heading generation process, complete payment according to the procedure, generate report form and monitor project progress. It will improve the existing operational procedures and some date will be generated automatically by interfaces so as to realize data control and data exchange. Fixed assets module attempts to solve the problem that project management is not consistent with financial management. It will reduce the work load of the fixed assets management staff so as to enhance its management efficiency, strengthen its physical management and ensure the integrity, value maintenance and appreciation of fixed assets. It is aimed at specifying economic liabilities, monitoring and promoting the proper management and appropriate utilization of fixed assets as well as constantly enhancing the utilization rate and appreciation rate of equipment. It is also aimed at enhance accounting efficiency, ensuring fixed assets data more timely and accurate. The allocation, transfer and inventory making of fixed assets can be accomplished by informatization methods. The huge amount of date of fixed assets needs to be checked and monitored by various parties so as to meet the demands of accounting, budgeting, taxation as well as cash flow management.This thesis is made up of six chapters. Chapter One introduces the project background, the reason why this topic is selected and the structure of this thesis. Chapter Two deals with the concept of financial information system as well as its objectives, designing, brief introduction and functions. Chapter Three explores the design in project under construction within this system. Chapter Four discusses the implementation and operation of project under construction system. Chapter Five explores the safety concern of this system while Chapter Six concludes this thesis with the implementation expectation and value of this system.
