Mobile phone SMS (Short Message Services) is a rapidly emerging new mobileservice. Comparing with other radio communication technologies, it is much moreadvance, mature, reliable, secure, widest-coverage and easy to develop in a broadrange of applications. Along with the development of this service, other SMS-basedinformation services have been developed rapidly, such as the short message accountinquiry systems by mobile companies,the rail way schedule inquiry system by the railway department, etc. SMS-based inquiry systems have been widely used inconsulting services, mobile business, business assistant, etc., as their inquiry fees arevery cheap, multiple types of data can be bidirectionally and securely transferred atany time.Information systems in morden police business are moving in the direction ofsystematization, standization, and specialization. As short message inquiry platformis quick, flexible and highly efficient, they match the needs of police informationsystem in accuracy, in-timeness and easy-of-use. This platform works in the realcombat, which makes police information enter communities, get on police vehiclesand reach policemen. Also this platform provides brand new way of thinking andmethod in using police information conveniently and securely. Compared with othermobile information solution, this platform needs less investment as it does notprocure large amount of terminal devices and regular GSM phone will work; it is easyand convenient to operate with high secrecy; in addition to its higher portability andconcealment.it is not as complicated as operations in laptop and palm computer.The use of this platform shall greatly enhance the efficiency, rapid reaction andcomprehensive battle effectiveness and has high potential in future wirelessapplication.This paper proposes a solution to the police short message inquiry system and itsimplementation, aider after giving the research of related protocol and method. It iscomposed of five chapters: after a brief of the background of this project, theinternational research status and the trend of future development, we discuss GSM system, protocol for short message and PUD coding; Chapter 3 introduces in detailthe hardware platform, AT command set, techniques for programming, etc; Chapter 4concentrates on the short message touch-off and its theoretical basis; finally thesystem architecture is depicted, followed by the illustration of its design andimplementation.
