With the development of Internet technologies, the scale of network extends continuously, the quantity of network increases stupendously, and doing efficient measurement of performance becomes more and more important in network now. As the basic parameter of network testing, available bandwidth are necessary for network plan, management and performance optimization, so it is high significant to build the better model to measure bandwidth of end-to-end network, and to design an reasonable application framework based on the model of available bandwidth. CAIDA, NLANR, RIFE, PSC and ICT of CAS CNNIC are studying in this field .Up to now, there is no standard of measuring bandwidth in the world and how to supply the data of operation status to user exactly, especially how to measure available bandwidth in IPv6 become a tender in future research. The discuss and the study on this paper could offer a new way to measuring available bandwidth, so the paper have good societal and economical benefit.The discourse along the way of the development of available bandwidth measurement in recent years, first introduces the related research works, and compare several typical models and application of measuring available bandwidth, then analyze the main problems about the existent techniques..Next stressing is analyzing the Pathload which depended on SLoPS (self loading periodic streams) model. The Packet Tailgating brings forward a better way and a new idea, but its formula is quite complex and there are some questions. Thus on the basis of promoting of new general internet agreement IPV6, we build a deterministic model ICMP-SLOPS based on apply ICMPV6 measuring available bandwidth, and the theory of SLOPS. In the article, we measure available bandwidth on simulated path using this model and compare the measurement results. It get a positive conclusion. It also design a system to measure available bandwidth in IPV6 quote on model ICMP-SLOPS to satisfy the needs of Internet servers and users.
