With the development of computer technology, users expect higher network availability of telecommunication system, i.e., a continuous system services capabilities, which demand less than 30 seconds in down. However, all software and hardwares are likely to get troubles as they become more complexity. Therefore, it is meaningful to improve the telecommunication sever framework and have fault management for telecommunication sever.To meet the needs of network users, telecommunication equipment manufactures propose a series of solutions. ATCA specification provides standard for new generation high-available telecommunication sever hardware platforms; CGL specification defines how to improve the kernel by aiming at the telecommunication system in order to enhance the availability and serviceability of the system on the level of system software while HPI specification shows a clear way to realize the integration of the levels of system software and hardware. ATCA combines with HPI and AIS to form an effective solution to high-available architecture in the telecommunication server area. On the basis of new telecommunications architecture, taking effective fault management is behalf of meeting market demand and improving high availability of telecommunications services.The thesis firstly describes HPI specification and introduces a new framework for telecommunications industry, which is constituted of ATCA, CGL, HPI and AIS Specification. The importance of HPI models in the new generation of telecommunications server Framework is analyzed. For taking the advantage of HPI models and improving availability of telecommunications systems, a fault management systems based on HPI (FMHPI) is developed to manage the hardware fault of ATCA server. The architecture and system design details of fault management system are described in detailed. Finally, the basic functions of the system in the ATCA server and the important value for the high availability of the new generation of telecommunication server are testified.
