This paper analyzed the flow of calling card management in Hunan Telecom Company Limited (HTCL). In light of knowledge of marketing, this paper proposed the Informational management theory of physical calling card, in addition with the demand analysis of the calling card management system, this paper also worked on how to develop and improve the physical calling card informational management model, which had great referenced use for the HTCL to establish an integrated modern operable system of physical calling card informational management.This paper was organized as the following four sections.First, this paper analyzed and researched on the Information System, Telecom industry and the situation of HTCL, then expatiated the fundament of Information System.Second, the author took advantage of his work, spent about a year investigating the development of calling card in both abroad and domestic and the present situation of calling card management in HTCL, visited 14 branches of HTCL in Hunan province, interviewed their managers, which generally told the present flow and the management demand. On this basis, this paper reconstructed the present ten flows into eight. Then this paper illustrated the Subscribe inquiry flow, the register in warehouse flow, the out of warehouse for allocation flow, the out of warehouse for compensation flow, the out of warehouse for write off flow, the out of warehouse for sale flow, the warehouse transfer flow, the inventory taking flow, and pointed out the existed problems.The last two sections analyzed the general demand and functional demand of the system, including objective of system demand analysis, integer demand and integer function, and the function consist of eight parts, what is more, specified the demand of report forms and bills related.This paper analyzed the system demand of the calling card management system in HTCL in the light of management science, economics, namely MIS, operation management and marketing. This research is of great reference use for the telecom companies of how to develop the MIS for their operations as telephony, charging, gathering under the present circumstance.
