Intelligent Transportation System (ITS) is an informational,Intelligentized transportation software which improves traditional transportation system and uses some new techniques, such as information, communication and control. It can improve the efficiency, reliability, security of the traffic, and is an important direction of the traffic imformation field. Before the coming of Olympic Games in 2008, drived by the spirit of technological Olympic games, China Mobile proposed this ITS project for Beijing Olympic games.This thesis focuses on the design and realization of the accepter subsystem of ITS which is the front end of data acquirement and process. It sends the traffic information collected by the method of video monitoring to the intelligent transportation service centre through the China Next Generation Internet (CNGI), and the centre would implement the vehicle routing and forewarning according to these information. The realtime processing is certainly necessary. Single client would induce the overstock of the video files. This thesis uses the muti-client/server structure to solve this problem. Sevral clients and one server take the charge of video monitoring and information sending respectively.The principle of muti-client/server structure and video file distribution algorithm are discussed. Firstly, the accepter's position in ITS and its correlations with other modules are introduced. And this thesis gives the system function model with making off several submoduls. Secondly, we design each submodules of accepter, propose a video file distribution algorithm, and give the flow charts. Finally, the realization of client GUI component and long-distance communication method based on C/S architecture are researched.This subject is from a project of ZTE software technological company (Nanchang) named "Mobile Olympic" which has been completed and tested.
