ITU-T and ISO/IEC join to establish and release a new generation international video coding standard: H.264. Rate control algorithm is one of the key techniques for video coding. It will affect the band width of encoded bits and reconstruct image quality directly. Because the complexity andmotility of images are not same, it will lead to the output bits huge change. It is necessary that thechange is controlled to a limited range by some rate control algorithms.In this thesis, the rate control algorithm of H.264 is been investigated. Improved rate control arithmetic is advanced. Its validity is proved by imitating.Firstly, the development and technology predominance are introduced. Based on this, its frame configuration and kernel technique are analysed. The background and rationale of rate control are discussed; the Rate-Distortion is a emphasis. Then some classical rate control method and their principle are discussed.Thirdly, the rate control arithmetic of H.264 is analysed, the JVT-G012 is an emphasis to be discussed. The efficiency of JVT-G012 is emulated and analysed based on JM.Finally, an improved rate control method is put forward based on JTV-G012. In this method, an improved frame complexity measure that uses a combination of MAD-based measure and PSNR-based measure is applied in the basic unit layer rate control. In addition, a new linear R-Q model is introduced to adjust QP.Research results show that these improvements can commendably solve the problem that MAD can not accurately reflect picture complexity. Linear R-Q model depresses coding complexity commendably, and has a good coding efficiency.
