In recent years, with the rapid development of the Internet and the mobile communications, there arise more and more transactions under mobile circumstances. In order to satisfy the requirements of the mobile wireless Internet, 3G begins to evolve gradually to ALL-IP architecture and VoWLAN and 802.16 attract more and more attentions in the field of BWA (Broadband Wireless Access). In addition, Always-on applications, such as video conference, instant message and so on, are developing rapidly, which creates a greater demand for the mobile node handoff, shifting in the network. Therefore, mobility management of All-IP networks is becoming more and more important.Despite the fact that IETF can provide the mobile management in IPv6 network, this managerment requires more handoff delay, which fails to meet the requirements for the always-on transaction and mobile communications. Therefore, mobile IPv6 needs to be extended and the seamless handoff must be achieved for a better handoff function.Therefore, this paper proposes a fast handoff project based on mobile IPv6 with layer 2. Mobile detection process could be optimized by using Data link layer triggering signals and a new means of address allotment is adopted to enable the mobile nodes to get new address when they are moving to new network, which can avoid the DAD process and decrease the handoff delay. Meanwhile, the project is conducted in the router based on the net processor and Linux PC. The results suggest that the project has good handover function, which can decrease the handoff delay and the seamless handoff is achieved.
