With the development of computer science and network technology, the new oriented and pragmatic method of exam, web-based exam system has become to be widely used and spread in different fields of the society gradually. It represents the trend of reform and development of exam method since it can improve the level of automation and management during the exam process, reduce the cost, improve the work efficiency, promote the conformation of teaching and exam, push the development of modern distance education, and make the exam more efficient, fair and rational.With the development of network technology, the web-based exam systems' developing technique is becoming mature gradually. The paper first investigates and illustrates the existing issues in current web-based exam systems, such as, the web-based exam systems are most for providing the particular subject, particular content, a small serving cluster, and the fixed serving pattern. The users have to accept the service passively. For the discordant question resources developing standardization, discordant managing specification and discordant system framework, the question resources are very difficult to be shared among systems. These issues cause the waste and reproducing of the question resources. The current web-based exam systems also haven't explored the advantage of the multimedia resources, such as, pictures, animations, audios, videos etc. The existing paper composing strategies are too simple to be flexible to adapt to different purposes.Aiming at solving the problems above, the contributions of the paper include:1. This paper analyzes a common model of web-based exam system, researches into the key techniques of constructing web-based exam system.2. At the second half of the paper, the paper proposes a new conception of web-based exam system model, Web Services Model. For the convenience of users to construct their needed exam system themselves, and to promote the reuse of web-based exam system's resources and functions, the paper proposes a Web Services Model of web-based exam system, and delves into its design and implementation method.3. The paper develops a web-based exam system based on B/S model. Its distinguishing feature is user-oriented operation, that is, the role of teacher can upload question resources (supporting multimedia resources) and use it to compose paper on the spot, and the resources can be saved for later use; the role of teacher also can produce question resources online to produce paper on the spot; and the role of teacher can select the resources of the system to produce paper as he/she likes. Furthermore, the composed paper can be designated to a certain cluster, such as a class. The client end just needs an IE browser to login to the system, and can use the special designed functions. The role of the users are classified into three kinds, they are teacher role, student role and system administrator role. The role of teacher can upload question resources, produce paper online, compose paper and review paper, create class, organize a class exam etc. The role of student can join in taking exam, query the result etc. The role of system administrator manages the whole system, including maintaining the system and database, verifying the question resources that uploaded by the role of teacher etc. In the Web Services Model, the system provides the essential functions of constructing an exam system, such as, making question resources, modifying question resources, acquiring question resources etc.The paper researches and illustrates the designing and developing process and the key techniques of the system and its Web Services Model. It is meaningful for guiding the technique and theory development of web-based exam system.
