China is a large agricultural country with the majority of peasants China's Three Rural Issue has become the focus of attention of the community. My previous governments have used the Three Rural Issue as the focus of work. The issue of peasants is the most important China's Three Rural Issue. While all sectors of the community have been concerned about rural areas, but rural areas and farmers is still in a state of underdevelopment. And the situation is more and more serious to peasants. Their poverty situation can not be spoken and expressed, because they can not use the media.At present, all the mass media are focusing on the urban audience. Apparently peasants are excluded from the mass media space, and many of their discourse space is gradually narrowing. Their ability of influence on public opinion and the discourse formation is gradually weakening. The important point of peasants'issues is that the peasants have no right to speak on the mass media. The right to speak of the peasants should be natural rights, and the mass media is the essential backing of the right to speak.Peasants not only have become economically vulnerable groups, but also have become vulnerable groups on the mass media. The right to speak of peasants is gradually being denied, eroded and even gone. Facing social resources excessive monopoly of theƩlite class, peasants can not be fully express their demands, unable to fight for their own interests;therefore,they will turn increasingly silent, and keep growing poverty.In this thesis, the main point is the right to speak of the overwhelming majority of peasants on the media, and is based on the reality of the mass media. From a realistic situation of the media discourse, the lack of right to speak of peasants in the context of the mass is put forward. Then the thesis analysis in-depth the issue from the media logic and audiences logic, that the farmers are lack of the right to speak and that it has necessity and realism to reconstruct right to speak.This thesis is divided into four parts. The first part described the realities and theoretical vision of the topic. The concepts related have been defined and explained. The research methods combine content analysis and field survey.The second part of the thesis on the mass media-related transmission of the status quo for observation. Lasswell five models of the current inspection process-related communication, The results showed spread of the five elements of the process-related transmission problems arise : agriculture-related media inadequate; agriculture-related mass media and the lack of agriculture-related departure from the main transmission and so on. These problems lead to the emergence of the media. We could barely see the farmers in a hurry, and they have not heard the real voice.Among the third part of the mass media discourse lack of farmers from the media and audiences two aspects of the analysis. From the media point of view, commercialization and industrialization of the operating mode determines the survival of the media rules -- to attract advertisers and for urban audiences. This objective led to the mass media ignored farmers. Peasants from the audience, they developed their own media to their sense of awareness and discourse weak, This is the another important reason of farmer issue.Among the fourth part, the reconstruction of farmers'right to speak has been in the concept. Analysis of these two reasons is the direction to the media. The media must foster social responsibility and efforts to disseminate information of interest to farmers, reflect public opinion, and then train farmers'media awareness and discourse consciousness.In short, the reconfiguration of the media discourse for farmers is not the right medium to go it alone. This is a "systems engineering".Tthe entire society needs common efforts to complete.
