Research And Implementation In Basic Unit E-Government Affairs Based On B/S Structure

The development of information technology has the omni-directionalinfluence to the basic unit government's construction. It not only hasbrought the technical method revolution, but also profoundly is affectingthe basic unit government's management way. The street community as themost basic unit of government department, its information construction isthe important part of social information sytem, how to speeds up the citystreet community information advancement has become the hot spot,which the society pays attention.This article introduced the E-government historic course and thesystem development background. Combining with current situation, weanalyzed the related technical system. Through the detailed investigationand study of basic unit government function department's, we broughtforward the E-government system function demand and the systemfunction model and then realized the E-government system which has theunification the user management, workflow management function platformand unification user popedom management. Also, we provided theformidable technical guarantee for the project deployment and theimplementation. The main work of this article is as following:1. After studied the solution of security system for E-government, weproposed the method to guarantee the security for the system, such asfirewall technology, the status authentication technology and the securityagreement technology.2. We analyzed the role in the E-government system and realizedmulti-restraints control model which is based on the role. Through rationaldistribution and control of the role popedom, it enhanced the systemstability and the security. 3. With the research about the technology of workflow and thecharacteristics of street community, we proposed a new work flow modelof E-government system.4. Based on these, we accomplished the system: portal website,individual office subsystem, documents management subsystem, dailymanagement subsystem, public information management subsystem,leader business management subsystem, leadership decision-makingmanagement subsystem, department business management subsystem andbackground administration subsystem. Finally, we applied this system instreet of Dinghai Zhoushan successfully and got high praise.
