Thus, the problem of congestion on the provincial enrollment network stands out. Based on the study of home-and-abroad achievements in the technology of the control of network congestion, the paper proposed improvement strategies of net congestion control with a full consideration of the practical enrollments on the basis of a detailed analysis of various factors affecting network operation efficiency.The paper solves the question of network congestion control of online enrollment system mainly from two aspects of improving network topology structure and TCP congestion control algorithm. On the aspect of improving network topology structure, the paper utilizes the electronic commerce structure mode and adopts the four-layer system structure of Browse-WEB Server-Application Server-Database Server. On the aspect of improving TCP congestion control algorithm, the paper proposes a flow-based package mark algorithm. The basic idea of this algorithm is that the router analyze data flow and mark the message according to the increase and decrease of data flow and retum to receive port by ACK to inform the change situation of network load.Furthermore, the paper discusses network system structure, general system flow and main technique methods of this system. By the test of two year's application, the system proves that it can complete the task successfully and can permit 3,500 students access at the same time.
