The Application system of enterprise is increasing gradually with the development of the enterprise. There are lots of heterogeneous systems, some of them are programmed with different languages, and some are running on different system platforms. Hence aggregation and integration of legacy system is a big problem to the enterprise. Under this background, Service-Oriented Architecture (SOA) comes with the tide of fashion, SOA which has the characteristics of loose-coupling, regardless of technology, integratable, manageable and maintainability, becomes one of the most popular software architecture in recent years. There are varieties of technologies which are brought forward in this area, and the most attention-getting among these technologies is SCA (Service Component Architecture). SCA is a specification which used to describe making use of SOA to construct application and system model, the system based on SCA will take the advantages of the SOA.In according to the requirement of the actual research project,The paper researched the critical technique of the making use of SOA to construct application and system,Desin and implement the integration of the legacy system, Provides a new method for small and medium-sized enterprise which is integrating information system. This paper will mainly cover the following contents:(1) Analyze the SOA Architecture theory system and Web Service security protocal, emphasizing on the analysis of the SCA specifications and the SCA Security policy of the SCA policy framework.(2) Making use of the design ideas of SOA and SCA programming model, with Apache Tuscany and PHP SCA implementation technique, to achieve the integration among the legacy MIS system of a travel company.(3) Using the SCA Security policy to promote safety of the publishing service of the SCA Component.
