Radio frequency identification (RFID) is a booming new technology of automatic identification, which has good characteristic,such as long work range and strong anti-interference etc. compared with other automatic identification technology. The collecting base station for Area automatic Vehicle Identification Management system (AVIM) realizes the function of vehicle identification and information collecting based on RFID. It makes the vehicles management convenient and mets the needs of Intelligent Transportation Systems (ITS) development.Firstly, this paper analyzes the component and principle of RFID system, especially of the UHF long range RFID system which is used in the AVIM system. Secondly, the design of system schema and hardware of the base station are introduced in detail. The hardware of the base station includes three parts: vehicle testing device, RFID equipment and base station controller, which make a detailed introduction of the type selection, installation and testing of the equipment. The improvement of electronic vehicle identifying label reduces labeling cost, and the multi-output interface circuit of the data acquisition board links various parts such as brake and traffic light etc., which makes it convenient to expand the system function. Finally, the well designed software consists of two applied programs of base station operating control system and base station supervising and communication system, the former is mainly in charge of the testing and identifying of the vehicles, the collecting and storing of imformations. While as the defending process of the base station operation control, the latter has the main function of starting and monitoring the condition of operation system and restarting it and sending wrong information record to backstage data centre when discovering something wrong with the operation system. Object-oriented and multi-thread technology is adopted in the designing of this system. The layering and modularization in the designing make it easy to expand the function of the software in this system.The vehicle information collecting base station designed in this paper can realize information collecting even when the vehicle is at high speed. Through long-run test, this system can also work as usual and run steadily in different kinds of weather environmen.All the base stations of AVIM can be extended based on this, so that AVIM systemic information collecting platform can be constructed.In addition, this system can meanwhile be used in all kinds of areas, such as, parking lot , entrance guard as well as ETC system,so,it has the broad application prospect.
