As the fast development of mobile IP, mobile communication should offer certain quality of service (QoS) such as reducing time-delay, controlling packet loss rate, offering more net bandwidth etc. Considering of security problem becoming ever-prominent, communication security also becomes an important criterion and foundation of QoS. Now, fixed network has fully developed solutions of QoS, such as IntServ, DiffServ, MPLS, and RSVP etc. but these solutions are not fit for mobile IP. The research on Mobile IP's QoS is still at the beginning stage and no satisfactory solutions have been formed so far.The paper uses the technology of Purpose-built key (PBK) and presents the communication mechanism of mobile IP based on IP security tunnel that can guarantee QoS. And the communication mechanism can provide end-to-end mobile communication of QoS when the security is not high enough.1. The realization of mobile communication mechanism based on QoS guarantee:1) Present the QoS security solution based on PBK and provide the safety of QoS communication using the technology of PBK to set up temporary safety association.2) Present the QoS solution based on IP tunnel to realize the QoS communication-of end-to-end. Realize end-to-end QoS communication through providing total resource reservation in the entrance and exit of IP tunnel.3) Solve the problem of mobile IP caused by triangle routing through inquiring the care-of address in home agent and building the IP tunnel between care-of address and correspondent node directly, enhance the QoS.2. One QoS mechanism of resource reservation based on queue management:1) To realize correspondent among networks of different QoS using the mode of QoS class mapping.2) Analyze the traditional mechanism of congestion management based on queue management.3) Apply the technology of queue management to the active and passive QoS competition of resource reservation, and present the algorithms of active reservation a passive reservation, and present the mechanism of degradation of QoS class to avoid the phenomenon of starvation of the application of low priority.At last, the paper make qualitative analysis and simulation experiment, and draw conclusions on the communication mechanism of mobile IP. On the study of mobile IP's QoS technology of PBK can provide practical safety guarantee; technology of IP tunnel may provide simple and general module frame; the competition mechanism of resource reservation based on queue management may provide solutions of reasonable resource distribution and reservation for high and low priority of QoS communication. So it can provide corresponding QoS guarantee.
