In the trend of Mesh, informationization and international economic integration theinformationization of the government is the foundation of national informationization. Itdirectly influences the competitiveness of the country and the development course ofsociety economy. We can say that informationization of the government is the precursor ofthe informationization of the society and that E-government is a natural fruit of the societydevelopment. After 20 years' development, we have obtained material evolvement buildingE-government in our country. But with the wrong idea of "electronic first, governingsecond" the development of E-government in our country was function-oriented. At thesame time the institution reform and the design of operation flow were ignored. Thegovernment operation flow was neither canonical nor flexible. Authority, responsibility andbenefit were ambiguous. All these factors are cumbering the efficiency of E-government.With the advance of stabilization, manageability and efficiency in the application ofE-government, the concept of "Workflow" offers a new way to designers of E-governmentapplications.This paper will combine Petri modeling and workflow management system to build ahigh Stabilization and efficiency one-station type E-government system, which is entirelybased on B/S structure and supports visualized dynamic work-flow definition function.Following the based characters of E-govrnment and combining the operation demand ofNCSB, we construct a complete Web-formal and B/S structure One-station typeE-government system based on workflow. This system has good current character andnicer Web user interface. Finally we will give a reasonable and canonical solution toeffectively resolving the bottleneck problem in the communication between thegovernment and public.
