With the development of science and technology, the national defense and space technology have put forward the demand with precision on time and frequency synchronization with nanosecond. Time and frequency is playing a more important role in many field. The method of GPS Common-view is characterized by higher precision, good convenience in use and cheap instrument; therefore we develop the study on the application of GPS common-view technology.A new method of design on common-view time transfer system is presented that based on Motorola M12T GPS receiver. For the sake of fake common-view, the system is strict common-view one single satellite. It eliminates the error of the atomic clock on the satellite and avoids the error of the route of the satellite signal partly, so the precision of time and frequency is highly improved.For we can't design the GPS signal capture module independently, we feel obliged to improve the precision of the time synchronization by data processing. We measure the intervals between the 1pps signals of the GPS receivers and the 1pps signals of our atomic clocks and group them into 52 groups. Fitted by curve fitting and linearity fitting, the interval data of the middle of the measure period are gained. We transmit the data to the main station by broadcasting station. Then the main station subtracts one datum from another separately. Now we gain the intervals between the atomic clocks in different places. Then we filter the data with kalman filter. When there are more than three stations that take part in the time synchronization, there are redundancies in the data. Using indirect adjustment technology we can highlight the precision of the data.Based on the analysis of the workflow of the system, we design the software of the system. Then we verify the accuracy of time deliver of the GPS common-view receiver by the zero baseline tests. It can satisfy the requirement of navigation and orientation.
