Since the concept of public sphere ("Public Sphere") was put forward by Juergen Habermas, western experts have been increasingly interested in research on this theory. The argument from communication experts in our country is whether theory of Public Sphere adapts to be applied in China, served as application of trans-cultures. Under this background, the research on Public Sphere increasingly attaches attention to experts from our country, and study efforts on media and Public Sphere begin accordingly.Nowadays, research on media and Public Sphere mainly focuses on four parts, including the position of the role of media in the Public Sphere, the establishment of net media and Public Sphere, news ethic and Public Sphere, and the establishment of news surveillance and Public Sphere. Furthermore, the analysis on individual case and media event in term of media and Public Sphere in the latest two years just posts the questions, without comprehensive and in-depth consideration on the establishment of media and Public Sphere facing the change of communication environment in our country.The change of communication environment in our country refers to the change in social and economic areas since the market-based economy reform in our country. It is the driven force from market-based reform and development of new media technology that provide support for creation of Public Sphere. With the development of market-based reform, on one hand, communication room enlarges the range of Public Sphere with the change of social relationship and application of new communication technology; on the other hand, personal needs and interactive functions of media change redistribution of communication right and reestablish the social relationship. This paper, based on analysis on current condition in term of media and Public Sphere in the process of market-based reform, will state in four specific perspectives, including enlargement of range of media participant in Public Sphere caused by change in social main player structure, the change of relationship among media, government and the publics caused by change of government function, the change of ideas of communication in term of position of public information communication caused its improvement, and development of new communication technology providing material foundation for establishment of media in public area.This paper will not only have macroscopic analysis, but also include microscopic insight. This paper will begin with the change in the area of media and Public Sphere, and detail the main characteristics of media and Public Sphere in term of theoretical statement and practical application. The summary of main characteristic will lead to the breakthrough in theoretical and practical innovation under changing scenario and finally lead to the improved summary statement. The breakthrough of applying this theory in China made by our communication experts is much wider comprehension in relationship between media and Public Sphere, facing the changing communication environment (including the change in social main player structure and market-based media caused by reform of political system and economic system)The topic of public affairs includes the affairs related to not only public right organ but also the publics so that we can find a reasonable point to do research on media in Public Sphere in our country. The breakthrough in Public Sphere theory in our country, in perspective of practice of media in Public Sphere, is innovation and improvement of social role, communication behavior, communication means and communication content. This part is a in-depth analysis on media and Public Sphere establishment as well as the emphasis of this paper.As stated above, the paper clarifies the theory and practice in media and Public Sphere in our country. Then, to establish our Public Sphere, how media give full play to its role of social function and communication initiation? The role of media in pubic sphere decides its commonality. How to make commonality of media play a role in establishing Public Sphere is another important part in this paper. The commonality of media embodies in 3 perspectives, including need commonality, content commonality, and consensus commonality, which outstandingly points that media play a key social role in establishing Public Sphere. According to our condition, media commonality needs to enlarge voice and perspective so that I propose 4 suggestions. Firstly, under the background of unbalanced development of media in the market-based process, we have to find main position to embody the public interests and enhance public conviction right in order to avoid deviation of public role. If we want to enhance public conviction right, we have to enhance the qualification and capability of professionals, satisfy the public needs in the spirit of people-first and find our own communication advantage according to our position, all of which are key factors to enhance public conviction right of media and avoid deviation of public role. Secondly, media, served as main part of communication, its public wording have to avoid deviating to private wording for entertainment as well as attaching attention to public information itself. We have to give power to the publics and enlarge the voice of the publics, which means to enlarge the range of the publics, refrain from focusing on consensus feedback from elites, intellectuals and citizens, and cultivate and guide new the publics in order to give full play to the role of media in establishing Public Sphere. Thirdly, if media need to establish in Public Sphere, we need to adjust our communication attitude, concern public psychology in term of communication relationship, segment public need and enrich the communication content in order to enhance the journalism and commonality. Finally, social role of media decides to its expansion in both consensus guiding and consensus supervision. Media have to adjust communication structure and alleviate the social contradiction in order to provide consensus support to establish harmonious society. The function of media to guide consensus is, under the principle of"three rules on being closed to", to respect the publics and give full play to the role of consensus guiding in term of guiding conception, morality and healthy way of life. The expansion of the content of media consensus supervision is not only concerned about consensus supervision on critics report, but also establishing a positive consensus supervision to set up public confidence for the publics in the spirit of people-first. All of these four suggestions review the current problems on media in Public Sphere, including not only positive affirmation but also proposing the problems need to be concern and dissolved. This part, discovery and insight, is the core and hard part of this paper.In the last part of this paper, I propose my own understanding and statement on the role of media in Public Sphere in the future in our country, which is preliminary consideration on the establishment of media and Public Sphere. In recent 10 years, with the development of market-based economy, media transit communication right to the publics in order to enlarge its communication room in Public Sphere. With the enlargement of communication room, the publics have a more strong sense of main player. In Public Sphere, media is a place to plea for various groups and citizens, which push forward the formation of Civil Society. All this statement about media role complete the paper on the whole coordination and consideration about establishment of media and Public Sphere.
