Along with the speed up of the modernized transportation system's construction step, in order to ensure the safety of people, vehicles and goods, cut down traffic jam, and relieve traffic pressure, it currently becomes a problem needed to be solved urgently, which is building a general, highly efficiency and real-time monitoring platform, combined with the new technologies and modernized management methods. On basis of the views above on, this paper gave a comprehensive discuss on both theory and practice. Then we design and implement a real-time vehicle GIS monitoring platform oriented service, isomerism, opened and distributed.Firstly, we deeply evaluated the related technologies about ITS, and proposed a new idea about building general, distributed vehicles GIS monitoring platform on the basis of widely market research. Then we abstracted the particular system requirements, and designed the framework form the aspects of composed structure, functional architecture, etc.Secondly, in the eyes of software engineering this paper expatiated on the subject of implement process about communication protocols, database architecture, and fundamental subsystems. And we provided some feasible advice for system design which offered useful references both in theory and practice.Thirdly, this paper emphasized the analysis of urban traffic-flow map of monitoring platform, and proposed a new detection technology of traffic parameters, named virtual loops. Also, we researched the relationship between traffic-flow and average-speed parameters under any road and traffic burden. Then we simulated the data based on vehicles' speed, time and locations of monitoring platform, and worked out urban dynamic traffic-flow map.At last, we tested the platform carefully, analyzed the typical problems, and shared the experience. This project has been applied to practice successfully, which declares that it can satisfy the designing requirements on function, performance, andexpansibility.
