With the developmet of reform in power-generation system the power station not only need to pursuit the economic benefit of generating-sets but also need to improve the whole enterprise competive capability to participate the market competition. Therefore we developed the Load Dispatching Decision-making System basing VPN network. It can improve load-dispatch and enhance the power-generating management level of enterprise.In this paper, four 200MW units of power plant are studied and the main concerns are as follows.(1) The recent home and abroad state of the long-distance supervisory system and load dispatching are introduced briefly. Then the structure and functions of the LDDS basing VPN are designed with UML (Unified Modeling Language), according to practical needs.(2) According the principle of decreasing the expenses and increasing the enterprise efficiency the VPN network is designed as the communicational submodule in order to offer a high-performance commucation foundation for secure and reliable run. Besides with the research in security of VPN network the cipher-generating technology is designed by the combining of LFSR (Linear Feedback Shift Register) and FCSR (Feedback Shift Register with Carry operation).(3) Applying with Object-oriented method and Java and Oracle technology, the functions of the LDDS basing VPN network are realized which include parameters on-line monitoring, load dispatching, form printing, authority managing and the help online. The system is real-time, stable and practical in practice.
