The requirements of the free communication stimulate the research of the mobile communication system, the fourth generation broadband mobile communication systems that combines many functions have been put on the agenda when the third generation mobile communication systems are still in the ascendant of the occasion. Among all of the technologies of B3G, OFDMA (Orthogonal Frequency Division Multiple Access) has drawn wide attention, and become a hot issue in research field. Due to the limited radio resources, only efficient Radio Resources Management (RRM) can ensure higher data transmission rate and spectrum efficiency in multi-user OFDMA system.As the layout and control of air interface resources, Radio Resources Management (RRM) is an important technology which can increase the system's capacity. There are several means of RRM, and call admission control is the first step of RRM. The performance of admission control will influence the capability of entire system directly. The precondition to make a good call admission control strategy is a appropriate stochastic service model. Furthermore, the self-adaptive technology and the existence of several kinds of service make the demand for stochastic service model stricter.In this paper, we mainly research two techniques, which are admission control and resource allocation in adaptive OFDMA system. And combined with high-level Petri net of mathematical tools for modeling and analysis.the main contents are as follows:1) It verifies the statuses of CPN model building space with the CPN model MC chains are isomorphic, which is application CPN Tools of simulation modeling tool. Also established the FIFO, LIFO, priority and M/M/1 queuing model based on the CPN. The FIFO, LIFO and priority queuing model for the CPN model are to reach the user or business modeling method provides a processing queue, while the M/M/1 queuing model for the subsequent establishment of adaptive OFDMA system model provides a basis for admission control Model.2) Using the high-level Petri net CPN, first, we established the CPN model of dynamic resource allocation, through used the Monitor to simulation, it verifies the correctness of the model. On this basis, we established CPN hierarchical model of admission control in adaptive OFDMA system based on the number of users. The model visualization is very strong and easy to modify. The CPN model compared with the M |M| m | n queuing model and adaptive OFDMA system simulation results have proved its correctness.
