This dissertation develops an application software which provides such a platform that includes some utility programes and library routines for quantization, compression, and coding of image or image sequences. Installing the software, one can flexibly use those programs for coding and accomplish some algorithms which followed by some new algorithms. Users need not to know how these programs are completed and just link these programs as library routines to his software, avoiding to edit some common programs repeatedly(e.g. arithmetic coding). In this way, one can enhance development efficiency. The platform is intended for prototyping and proof-of-concept needs in academic research.In the course of developing the software, I absorb other's experience in library routines which is the foundation of these utility programs. The platform is completed in the aid of C language under Linux OS. It is approximately divided into three modules, i.e. image coding module, video coding module and SPIHT(Set Partitioning in Hierarchical Trees)module. In the end of development, these utility programs and library routines are packed into an installable software. The platform can be installed in any computer whose OS is Linux. Of course, the software still need to amend because of the limit of time and ability.
