Time server system is a system to provide standard time and frequency for measure or control system. While measuring or controlling objects, time server system makes the whole system work in uniform time, and the high-precision time transfer and synchronization are the important part of system. How to make time server and synchronization system achieve higher precision and how to operation more reliable and much safer and how to make lower make the system cost in developing such system are needed for great achievement, also they are the hot and difficult problems in developing the time server system.Our goal is to establish a time server system for some especially demands. On the base of research GPS receiving, serial and Winsock communication, time synchronization arithmetic, SCM and CPLD technique, analyzed work flow and principle of UTC time server system, and designed two projects: UTC time server base on PC and UTC time server base on SCM. In the system of UTC time server base on PC, using GPS second-pulse to adjust computer's clock, with the time synchronization arithmetic based on UDP, established a time server and synchronization system. We introduce the system's hardware configuration and software realize particularly. This system have these advantages of high precision, simple structure, low cost and easy project realization, by practice in the laboratory and task, as a result the system achieved the demand. In the system of UTC time server based on SCM, thinking over GPS's steady errors and the errors of PC's crystal, base on the model in theory from reference, establish a emluator system,and make use of mathematic statistics to adjust crystal Real-time,getting the crystal compensate value comparatively to second-pulse. Ultimately, via adjusting online, we have the higher precision second-pulse based on local crystal. Clock's error can achieve 100ns.
