Network performance management can provide useful information about the status of network and equipments so as to reduce network malfunction and shorten disabled time. As the network environment became more and more complicated, all the Internet service providers find difficulty in monitoring the network performance accurately and managing the network resources efficiently in order to satisfy the changeable user requirements. The traditional centeralized management model can no longer meet the demand of today's large-scale network performance management. Although the subsequence distributed management model improves the openness and extensibility of the system to a certain extent, it still cannot adapt to the network's immense heterogeneity due to its low interoperability. Consequently large-scale network performance management system should not only attach importance to the powerful function, but also lay stress on high expansibility and interoperability. This paper aims to solve this problem.Web Service is a new kind of service oriented system architecture. It combines component oreiented method with Web technology and uses standard Internet protocol such as HTTP, SMTP, so it is independent of platforms and languages. In the huge virtual computing environment of Internet, any system that supports these standard protocols can be dynamically discovered and integrated. Web Service breaks through the limitation of traditional distributed computing model on communication and application, thereby allows the enterprise and individual to establish global application fast and cheaply.The paper first studied on the development of network performance management and related Web Service technology application, and then analyzed the problems in the current network performance management systems and the advantages of applying Web Service.
