With the development of information technology, digital video is replacing analog video, and has a promising prospect in applications. Released in 2003, the H.264/MPEG-4 AVC standard provides currently the most efficient digital video coding algorithm, and is valuable in research and development.And many digital video applications, including the digital television broadcast and the incoming mobile television, have strict requirements on the transmission bit rate. As H.264 features flexible macroblock mode decision, which makes the number of data bits produced by encoding header information in H.264 video stream vary irregularly and hard to be predicted. And as H.264 encoder reduces the data bits for transform coefficients effectively, the number of header bits takes a larger portion in the overall bits than that of any former video compression standard. Thus traditional rate control methods must be modified by introducing precise estimation of header bits in order to effectively improve the performance of the H.264 rate control algorithm.
