With the wide band technology vigorous development, as a kind of new technology, IPTV had the more and more development space in the network. Currently there are two kinds of transporting technology in IPTV service: one is applied for PC and narrow-band networks,such as Windows Media(Microsoft),Real-Media(Real Network) and QuickTime(Apple). The other is called"TS Over IP"because it used for digital broadcast and based on MPEG2 TS stream which is transferred by IP protocols. Because all of digital televisions broadcasting service are adopted MPEG2 video and audio, the way of deploying digital televisions broadcasting service in IPTV service always is accomplished by TS Over IP. Through the broad-band IP backbone networks,we can achieve an efficient distributor way of digital televisions broadcasting service other than satellite, cable and terrestrial broadcasting, which is more convenient to deploy IPTV service.Development of IPTV in the broad-band IP network is a new experiment in the industry. This paper focus on the needs and key techniques of TS Over IP transmission and studies on three key techniques:rate smoothing, VBR video transmission and high reliability of transmission. First, this paper deeply studies on the problem of rate smoothing and proposes a rate smoothing algorithm called ARSBO which adjusts rate based on buffer occupation rate.This algorithm dramatically improves the rate smoothing effect as well as ensuring no packet lost and no increase on buffer delay. Second, on the key technique of VBR video transmission, this paper proposes a new transmission method which is called "IPCBR".Experiment result shows that compared with CBR method,this method decreases the terminal need of buffer size, while compared with PCBR method, decreases the transmission rate and increases the stability of rate.Besides, the...
