IPTV as a new business model in telecommunications,has been attracted more and more attention.Compared with the traditional analog television system and network television,IPTV has two notable features:Base on a resource-reservation-enabled IP network with limited bandwidth; revolutionary interactive TV functions(Time-Shifting).The Variable Bit-Rate coding scheme and the interactive demands under the high concurrent conditions produce flows with multiple time-scale rate variability,which forms a sharp contradiction with the IPTV high-quality lossless transmission.Therefore,the first part of the paper is an in-depth research of this problem,with a design and realization of an effective media traffic smoothing solution - CLEAR TRAFFIC SMOONTHINGfor VBR IPTV media streams.The second part of the paper attempts to resolve the problem of IPTV service quality evaluation under the conditions of high concurrency and high interaction by design and implement an IPTV service quality at system CLEAR MULTI-STB.A Large number of first-hand data is collected,to make a comprehensive assessment for the CLEAR TRAFFIC SMOONTHING service quality. This scheme has a good expansibility,and can be easily extended to performance evaluation of other mainstream IPTV solutions.
