Since 1990's,Internet has experienced an explosively growth. Widespread use of Internet, as well as the appearance of varied network applications, has made network congestion become more and more serious. The traditional"best-effort"service model cannot satisfy the need of network's development. Thus, network congestion becomes a bottleneck problem in the development of Internet.Internet congestion occurs when total demands for the link bandwidth exceed the available capacity of the network and its ability of processing data. Effects resulting from such congestion include large time delay in the process of data delivery, wasting resources due to loss and drop of packets, and even possible congestion collapse. Research on congestion becomes as one of the most significant international research fields in the computer networks.
