Most of the existing network session control servers are mainly developed based on H.323. They are complex and costly. Compared with H.323, SIP is featured with excellent cooperation, openness, expandility, mobility, simplicity and flexibility. Thus, SIP will decrease the complexity of session control server equipment and it is more suitable for using and production. In the paper, network session control server, which is implemented with SIP as its control protocol, is designed on S3C2410 CPU and Linux system.In the paper, SIP protocol stack, architecture principles, news mechanism and signaling processes, and comparison with H.323 is deeply analyzed. Other protocols related to IP Network sessions are also introduced. IP Network session system is studied and a suitable network session system schema is proposed. The system is based on the hardware platform S3C2410. And the power system, reset and storage system are designed. In order to use Wi-Fi card, USB circuit is also designed. The paper then transports Linux to the hardware platform and builds cross-compiler environment as follows. Network session control system is analyzed and studied in-depth. The entire software system consists of SIP stack module, user management module, course control module, media consultation process and session notification module.The SIP-based embedded session control server runs well in the session control system of water resource government, and is suitable for the remote education or office.
