With the development of high speed railway and passenger dedicated railway, GSM-R is developing fast in China. Various applications has been experimented on different lines and these applicaions require high reliability of GSM-R system. Therefore, double layers network is introduced. How to achieve double layers network and the handover procedure in double layers network are the key issues of GSM-R system. The paper analyses the achievement of co-sited double layers network, puts forward the achivement of intercross double layers network, estimates the time delay during handover procedure, provides reference to the future construction of GSM-R system.The first chapter gives an overview of the history of GSM-R, points out the background and the necessity of double layers network.The second chapter puts forward the conception of wireless redudancy coverage and GSM-R double layers network, compares co-sited and intercross redudancy coverage from field strength, reliability and cell capability aspects, discusses working styles in GSM-R double layers network.The third chapter analyses the achievement of co-sited double layers network by parameter configuration and puts forward the achievement of intercross double layers network by BA list arrangement.The fourth chapter estimates the time delay of handover procedure in normal cases and analyses abnormal cases in handover procedure and the max time delay. The last chapter makes a conclusion and points out the fields for further study.
