As a special railway communications technology, GSM-R is now increasingly widely used in the field of the world railway, and contributes to the development of railway industry. With the development of high speed railway and passenger dedicated railway, GSM-R is developing fast in China. Various applications has been experimented on different lines.Double layers network brings high reliability to GSM-R system. How to achieve double layers network and the handover procedure are key issues in GSM-R system. In this paper, the network structure, application mode and realization of wireless double layers network will be discussed ; handover process and the probability of call dropping and handover blocking will be analysed ;the issues existing in high-speed railways handover will be depicted; at last, a appropriate arithmetic for high-speed railway will be advanced .It's expected to provide reference to the future construction of GSM-R system.This paper is organized as follows. The first chapter gives an overview of the history and status quo of GSM-R and illuminates the development of GSM-R in high-speed railways. The second chapter analyses wireless network structure from coverage and application mode; researches some principles and methods for double layer assigning in the dedicated mode. The third chapter analyses handover process; researches the probability of call dropping when a handover is performed; discusses handover blocking rate under different application mode. The fourth chapter dissertates the issues existing in high-speed railways handover process, puts forward a appropriate arithmetic for high-speed railways. The last chapter makes a conclusion and points out the fields for further study.
