At present, Web-Based Education (WBE) has become the main orientation in model of education in our country. Web-Based Course(WBC)'s amount arises along with the rapid development of the Web-Based Education. WBC is an important part of WBE,the quality of WBC is the key factor that affects the quality of WBE.Since WBE in our country is still in beginning phase, people face with some problems while construct and use WBC .How to evaluate WBC is one of these problems. In 2002, the Chinese E-Learning Technology Standardization Committee issued"Education Information Technology Standard CELTS-22——Web-Based Course evaluation standard". Since some concrete operation isn't perfect, this standard isn't a evaluation indicator system strictly.This research is based on CELTS-22,it aims at web characters and web-course characters. Through comprehensive method and analysis method, this research has 5 first class indicators (course content standard, instruction design standard, use standard, art standard, technology standard),32 seconded classindicators.Compute the evaluation index weigh by Analytic Hierarchy Process(AHP) method,then apply continuity test to prove rationality of the weigh coefficient .It also improves the creditability and usebility of the indicator system . The research defines evaluating standards and divides normative grade. In order to ensure the validity and reliability of the evaluating indicator system, the standard classifies the related evaluation subject to 4 types (teacher, student, technologist, and artist) and determines evaluation subject weight system for each evaluation index by Analytic Hierarchy Process (AHP) method.In order to prove the usebility of the evaluating indicator system,this article designed and developed the management system of web-based course evaluation, so as to support evaluation process and result calculation. This system is implemented with MVC(Model ,View, Control)design pattern on the WEB. The system is extendable, universal and maneuverable. These analyze the system with UML,and details the designs of the system, mainly including the design of system architecture, database and so on. The article especially describes some related key technologies to the system, the system based JAVA technology in the course of development for transplant and safe.
