Optical controlled Phased Array Antenna offers well-known advantages of propagation loss,immunity EMI,remoting-capability,wide instantaneous bandwidth and squint-free operation, so that it is talent than other kind of radar. The key part of optical controlled Phased Array Antenna is the True Time Delay schemes which can delay the signals. By now, There are many kinds of True Time Delay schemes such as fiber delay line,fiber dispersion delay line,fiber grating prisms and ect. . Based on the introduction of the principal of Optical controlled Phased Array Antenna and True Time Delay schemes, here we proposed the novel True Time Delay schemes by using Dispersion Compensating Fiber(DCF) and Raman Fiber Laser. Firstly we explain dispersion of the single-mode fiber from theory, and get the formula of the relationship between chromatic dispersion and wavelength by analysis, it has significance to the research on the dispersion compensation. Details of DCF such as the development of DCF, the parameter of DCF and the design of DCF with high dispersion and high quality are discussed. Furthermore our design of True Time Delay DCF prisms is given. The feature and realization method for each part of the optical-linking are discussed in detail so that a system with good performance can be obtained for optical controlled Phased Array Antenna. Finally, the experimental setup of True Time Delay measurement is designed. Through comparison with the True Time Delay schemes before the merit of our schemes can be seen easily. In the end the future True Time Delay DCF schemes are also expected.
