With the continuous enlargement of social information, Internet becomes more and more important in people's life.The way we use of the network to deliver have transfered gradually from the writing information to the multi-media information.Different from common data, the multi-media data has the solid time, certain time request must be satisfied between data,therefore, network must to specially handle the grouping of multi-media application, guaranteeing with minimum hour postponing to providing a service for expecting, then resolving multi-media information delivering.Because the current large-scale network(Internet) is a network's aggregate which linked by routers. Protocol in network is incompletely the same.Even in campus network which use TCP/IP protocol,because of server loading ability, brandwidth etc. it is also hard to guarantee the multi-media data on the network long-term, stability, a high quantity delivers.This also means to resolve the problem of the multi-media data's QoS in transfer, must from commence in many ways, aiming at the factors that restrict of multi-media data, having the purpose to adopt the necessary measure to take into improvement or solution with the means.Increasing the network's ability of loading can improve or resolve the problem of QoS within the scope of certain degree. This way of solving problem means that we must increase money input of the network hardware, because this kind of devotion is partial, therefore solving problem also is limited,small scale.It is impossible to solve the problem of QoS to internet by adding brandwidth, increment server's service ability .The Multicast technique is a hot in ten years. This technique make people come in sight of the problem of QoS in the application on the network to resolve the fine foreground that multi-media data delivery. Through comparison for Multicast Routing Algorithm and study, we take into the improvement on a foundation from the center tree algorithm, put forward a kind of according to the time postpones the set that price control multicast routing algorithm ( Delay and Cost constrained Multicast Routing Algorithm), called...
