With the idea of lifetime study accepted by more and more people, the network has already become an essential part in their learning lives. Resent study on learning efficiency within network environment indicated that, through the traditional designing process in learning environment, inspiration and persistence of learning-motivation generally was not regarded as a key factor, which was one of main reasons led to the low efficiency in network's utilization and low efficiency in students' learning. So how to inspire and persist students' learning-motivation should be considered as a key problem in network-environment designs. ARCS motivation-designing model regarded motivation as the key factor in learning, and it proposed that inspiration and persistence of learning-motivation were the clues which instructional design should be followed by. According to the background above all, this work has been carried on with the title of "The study on network environment which based on the theory of ARCS motivation-design".Following psychology mechanism of learning as studying rules, this paper primarily discusses the key problems about the process of online learning with motivation and how to provide corresponding support for such learning. Referring to the studying results of educational psychology research on motive theory and ARCS model of motivational design, then basing on the analysis of the interior principles and factors of learning, the author has constructed an elementary model of learning process which focuses on such four factors as: attention, relevance, confidence and satisfaction. According to such learning mode, it is suggested that supports should be supplied in two categories as systematic support and motivation tactics. Finally, the function modules and system framework of the network learning environment based on ARCS model of motivational design are presented, and trial tests and evaluations are carried in order to validate the design of this environment.
