It is used for monitoring the cars on the road for 24 hours in a day.Based on the requirement of highway traffic intelligent management, the paper describes a video based highway photo-speed enforcement system. This system is helpful on highway traffic intelligent management. It contains high-speed camera, video picture management, networking data transfer, electronic control, special machine and control software. It monitors the road day and night with industry based high-speed monitoring and catches the picture of over speed cars in real time. After the pictures are stored on hard disk, the transfer software will collect the picture data and send them to monitor center. The monitor center controls all the cars data with a picture control database. At last, the sytem can easily get the information of cars based on the car number catching software. The whole system monitors the locale road using the industry control computer and co-operates with other software. All of these build the whole intelligent traffic management architecture and the system implement the function of catching pictures with over speed cars on highway effectively.
