Facing the pressure of market competition, the enterprise is in dire need of resources in accordance with the principles of complementarity, dynamic formation of business alliances, through agile response to market demand and changes, to win in the competition. Virtual Organization (VO) working in the Internet environment can dynamically combine enterprises (or individuals) which distributed on time and space but complement on capacity and resources, without allocation of public resources, and the mission is completed automatically disintegration. Thus, VO enterprises can raise low-cost environment strain and the ability to handle complex matters, hopes to become a resource sharing and collaborative problem solving approach to the mainstream.With service-oriented architecture (SOA) gradually IT industry (software industry in particular) had broad support autonomy calculated elements (Ace) Construction of the federal/service market is becoming VO development and operation of the mainstream.
