Information on Internet is growing fast,much huger in numbers and coverage, most of them are heterogeneous data which can not be used directly. All sorts of heterogeneous information resources are isolated that they become several information islands. This has made a big problem that how to make use of information resources effectively. Therefore, to provide a new and efficient manner for using network information resources, especially for heterogeneous information,has become very important to research on web information. This has become a key issue in developing national information resources.The web information is wider in scope, huger in number, more complicated in module and faster in change, so traditional techniques can not meet the requirements of integrating web heterogeneous data. As a result, researchers have to look for new techniques. Web Service is a new distributed computing technology, based on XML, having unmatched advantages, compared to other technologies, across Internet and platforms. It can provide strong support to the integration of web heterogeneous data.The paper reviews the main techniques used in integration of heterogeneous data before, analyzes the difference between web data nowadays and before, and introduces superiority of Web Service in integration of web heterogeneous data according to its theory and mechanism. Then proposes a new architecture of heterogeneous data integration. But there are many sorts of data operation ways, and each of them is very complicated. So it chooses the basest and most common data operation way, data access, to go on with the design of the architecture. Finally realizes a prototype system in the researching process, integrating Web Heterogeneous data effectively, and provides users' a common convenient operating interface.
