An Application Of PKI Technique In GreenChannel System Of National Taxation Bureau

The Greenchannel system programmed in browser/server mode is a platform that served for taxpayers doing online taxpaying.The system is followed the standard of J2EE. Using the Greenchannel, Taxpayers submit the taxpaying data and the servers in the background incept the data and fulfill the last operations such as data saving and bank account deducting. There are several hidden troubles of security in the system. First of all, because of the traditional username and password method used in logon mechanism, there is more threath probability such as illegal user invading. Secondly, it is illegal for the data in online taxpaying operation. After the online taxpaying, handing over the report affixed a seal is necessary for taxpayers, thus it also need to check the data consistency between the data in two different forms. PKI (Public Key Infrastructure) technique is the guarantee of E-commerce security. With the digital signature law putting into use on April 1 2004, the plan of solving these troubles using PKI technique comes into trueThe present article is divided into five chapters to describe the application of PKI technique in greenchannel system. The first chapter gives us an overview of greenchannel. and indicates the security problem existing in the system. In the second chapter, the author researches the relative technique in the security of greenchannel system such as the theory of cryptography and PKI technique.The Chapter 3 and 4 are the cores of part of this article, the author based on the theory of CA (Certificate Authority), researches the primary conceptions, contents and usage of PKI, discusses the possibility of building a specific CA system in the taxation bureau the author works for, analyzing the functions of CA and RA center, defines the format of various certificates. After that, in combination with the practical work situation, the author brings forward the schema of reworking the greenchannel using PKI technique, such as the logon with certificate and digital signature in online taxpaying.
