The development of modern communication and radar technologies has driven a higher demanding on microwave devices. Novel microwave devices with plasma technologies have a great advance in performance. In this paper, theoretical research together with the simulation method on the plasma waveguide presents that magnetized plasma waveguide has many characteristic advantages over the traditional waveguide.In this paper, the general character of plasma is discussed. The dielectric constant tensor of magnetized plasma is deduced from fluid dynamics equations. Based on that, the propagation of electromagnetic waves in unbounded magnetized plasma is studied. The dispersion relationships of waves that propagate parallel or perpendicular to static magnetic field are presented. The propagation of waves whose frequency is below plasma frequency and above HF band, in magnetized plasma waveguide is studied. Theoretical research together with the simulation method show in this situation, space charge modes exist in waveguide without electron drift. The pass band of this mode is from static to plasma frequency, and does not depend on structure dimension. However, phase speed depends on plasma frequency and structure dimension, and very slow waves can exist in very small sized waveguide. This discovery is the theory foundation for small sized wave guide and novel plasma microwave (include RF) delay line. All modes have the same pass band, and can propagate only if excited. From Maxwell's equations, the dispersion relation of space charge mode is strictly deduced, and the field pattern is studied.
