In recent years, with the rapid development of mobile networks, the large-scale popularity of mobile devices made people pay more attention to the network. The development of mobile IP technology enabled a growing number of wireless local area network accessed to the Internet, and in which mobile environment multimedia services, such as Internet telephony and video conferencing, that required more. People can access to network resources by mobile IP networks anytime and everywhere. Mobility becomes a major feature of networks in the new generation. However, as the number of mobile network customer exploded growing, the services provided by network providers are also more and more limited by hardware resources. Mobile network bandwidth resources are valuable, while the customers mobility caused by bandwidth requirements vary greatly. So how to provide high quality QoS(Quality of Service)by effective use of resources has been put forward people ,with the existing resources can not be changed in a short time.In response to the immediate situation, policy based on network management PBNM has brought more and more attention. In recent years, it has been developed rapidly. Policy based on network management framework has been basically mature, because of its flexible, efficient, and good scalability, etc., which is widely used in fixed networks, mobile Ad Hoc networks, active databases, Web services, and information security management and many other applications. But the strategy conflict issues have been increasingly prominent, and constituted a bottleneck in system performance, which is also becoming the working focus of policy researchers.In this paper, the National Natural Science Fund Project (60,573,128)"the research of Dynamic Resource Allocation and Management Mechanism in Mobile IP switching process based on the policy", focused on the use of mobile IP network policy management mechanism to ensure QoS ,and achieved the conflict resolution method in policy based on the network management .This paper proposed resource management framework in the mobile IP switching process. Due to the mobility and uncertainty of mobile client nodes, resource requires greatly, so Web-based demand forecasting is very important. By the forecast information the network management system can dynamically modify the system strategies. Second, this paper introduces the utility function .Utility is a concept of economics, to determine the revenue size according to the amount of cost arising from the utility of each act. Further more, this paper proposes a new model of conflict resolution strategies. Finally, the test presents a solution based on utility function in conflict resolution model, to achieve the effective solution of the conflict strategies in mobile IP switching ,and to improve utilization of resource and the satisfaction by users.The main contents of:1,Introduction. This article analyses the present situation of mobile IP network services, that policy-based network management application brings a wide range of convenience ,at the same time strategies of conflict generate a big impact. This article introduces the current situation of the conflict resolution in the utility function in the computer system. Further more the article explains the necessary of the conflict resolution mechanism based on the utility function and identifies the main researching contents of this article.2,The overview of related theories. In the policy-based network management area, IETF working group proposes the relative framework, the agreements and the corresponding policy information model is availably authoritative and widely recognized .The IETF and DMTF production of policy-based network management framework mainly contain the five components, the Policy Management Tool (PMT), Policy Decision Point (PDP), Policy Enforcement Point (PEP), policy repository and policy communication protocols. In addition, the text also describes another two more important strategic network management framework: London Imperial College Ponder language and its strategic framework; Bell Laboratories Policy Description Language PDL (Policy Description Language) and its network management system.3,The conflict detection and solution of Mobile IP network strategy system. In the background of mobile network switching process, the text describes the problem by switching mobile IP network , and sums up the causes of the conflict brought by the current network management system strategy. This article proposes a mobile IP network policy management framework, which mainly composes of mobility prediction module, network status monitoring module, strategy trigger module, policy database, policy generation module, policy transformation module, policy enforcement module. According to the strategy categories proposed by Jonathan, we have also summarized and classified into model conflict and application-related conflict. Model conflict refers to the inconsistencies described by the strategy, mainly reflected that the both positive and negative strategic intent affect on the same object and action. According to the type of policy conflicts, model conflict can be divided into authorization policy conflict, forced policy conflict, conflict, forced authorization policy. Application-related conflict refers to the strategy and policy conflicts of external constraints, namely, the strategy content and strategy of the external constraint explicitly prohibit conflicts. Which also can be divided into the subject associated conflict, the object associated conflict, the subject and object autocorrelation conflicts, the subject and object associated conflicts.4,The conflict resolution mechanism based on the utility function. Which redefines the workflow of strategy solution module, introduces the concept of utility function and autonomic computing , establishes the strategies conflict resolution model based on the utility function .Which puts the matched conflict strategies into this model, obtains the corresponding utility values, according to that to complete the identified conflict resolution actions. Utility function solution algorithm is to analyze the strategies of generation, conflict and resolution ,and to quantify the semantic conflict. Which brings the utility function into a class of conflict according to the system parameter values, so that the strategy and action of conflict have been brought into the corresponding utility values. Then according to the preferences of the values , which can select the appropriate resolution action.5,The simulation and conclusions of resolution mechanism. Which simulates the conflict resolution mechanisms by setting the network bandwidth and data . Finally, with the simulated experiments, which compares the efficiency between the traditional strategies and the dynamic strategies. For the majority of cases, dynamic strategy is more adaptable to the resource allocation and the needs of the current mobile networks than the static strategy. That also compares the strategy resolution methods between the ones based on the priority and the utility function. With the experimental data which can be seen that in the part of resource utilization utility-function method take advantage by a relatively high successful switching rate, which can be considered an effective method of conflict resolution.6,Conclusion. That makes a summary of the paper and a prospect to the next step.
