Hydrological Information System is an integrated information system by the hydrological information collection, analysis, and services. Some of the fulfilled hydrological information system exist some problems in varying degrees. For example, impeded information transmission, developed the different interfaces and functions by the various manufacturers, the layers of the software closely coupled, hard to expansion and integration.This paper first presents the mechanism of interaction between components of a Smart Client Architecture, and the application software development methods. Then, by studying two remained hydrological automatic monitoring system integration, it solved some problems existing in this case study, which are the low level of standardization, application isolation, data lost in transmission of some stations by constructing a hydrological information system model based on the Smart Client Architecture. This model optimized the flow of case information, integrated hydrological automatic monitoring system in the stations and artificial observing system; it used data cache, intelligent network linking, components updated automatically, data asynchronous transmission technology, so that it improved the reliability and availability of data transmission; it also introduced the Web Services technology in terms of the opened standards, improved the system's comprehensive service capabilities and scalability. Finally, it gave the implementing method of the key component of the model and prototype system to achieve the design goal at the low bandwidth, the high latency networks, or the continued work efficiently in the circumstance of the intermittent network connectivity, provided a unified solution for hydrological business about the application integration between the station clients and center server.
