Multimedia conference based on TCP/IP was brought forth by the development of Internet. ITU-T published recommendation H.323 for constructing VoIP and multimedia conference systems. The ITU-T H.323 is a rather complex protocol and provides poor extensibility. To solve the problem, IETF introduced Session Initiation Protocol (SIP). SIP provides similar functions to H.323, but provides lower complexity, richer extensibility, and simpler implementation. Today most of the applications of SIP are about VoIP, few concern about conferencing. And the develop mode of SIP-based multimedia conference is enclosed independent software. To develop a integrated system last long time, because a SIP-based multimedia conference system include conference control, session control, floor control, publication and multimedia application. And the difference between two conference applications is only the multimedia type. But different applications should develop same functional part. Above all, enclosed independent develop mode take large cost and do repeated works.Component-oriented mode provides a develop solution to improve the reusability and reduce the cost. By researching on SIP-based multimedia conference, analyzing the related protocols, and using component-oriented thinking divide multimedia conference system into conference management and multimedia, the model of multimedia conference manage system be proposed first.Secondly according to the feature of the multimedia conference manage system, the system is disassembled into two components– conference manage client component and conference manage server component. The client component is composed of conference operate, session operate, floor operate and notification sub-components. The server component is composed of conference control, session manager, floor server and publication sub-components. For each component and sub-component, interface is designed then. And the internal logic is implemented in the end.SIP-based multimedia conference manage system uses SIP as its session connection, provides floor control and is independent of multimedia. The system is encapsulated using component method. The conference manage components make develop an application easier. To construct a full multimedia conference application, first build a framework, then load the manage component, and add multimedia functions at last.
