The multimedia conference service is one of the new basic services in the network era. It must be widely used in the internet and mobile networks in future. This service can provide users with audio, video and data cooperation services etc, and has the characteristics of rich features, convenience, speediness and cost-saving to fully meet the needs of users. In order to maintain the order of the conference and use the system resource efficiently, the floor of the participants using the shared resource in the conference needs to be controlled, in other words to control the talking floor, video operation floor, data operation floor and data control floor of the participants in the conference.The main purpose of this paper is to research the floor control technology of shared resource in SIP multimedia conference, analyze the strongpoint and shortcoming of the existing technology and solutions, and then do some improvement and design a new optimized solution.This paper introduces the multimedia conference related technology H.323 and SIP, and designs the features and the solution of the conference service. Then some research work about the floor control of the shared resource in SIP multimedia conference is done, including the control model, the technology of control message being described - XML and BFCP and the bear technology. Via analyzing and comparing about the message body's size, codec efficiency, extensibility, system and network resource occupied, an optimized solution is rise. At last some typical floor control flows are designed according to the new solution.
